received call, person indicated she was from some securities company; I told her to take me off their call list, that I was on the "no call" list

Got the call on my cellphone.  Guy had an accent, possibly Indian.  Starts his spiel saying my number has been randomly selected and they're gonna give me a free security system or some such.  I politely say "No thank you."  The guy tells me "You're going to let me finish and then you'll make your decision."  I reply "No, I'm going to hang up."  He was still trying to talk as I did so.

DO NOT CALL ME, I AM NOT INTERESTED AND THEY ARE USING MY MINUTES UP ON MY CELL PHONE, EACH TIME

i picked up the call, and nobody said anything. No voice message either.

Then don't answer.  If you don't answer, your minutes don't get charged.  Sheesh.
