Got call from Carlos Garcia at work. Said he was collecting for doctor's office. Asked for him to send all correspondence through mail and that I was requesting he not call me at work again. He said I was wasting his time and he was going to keep calling me and then hung up. I called him back around 10 times to get a manager or find out who he worked for. He told me I was harassing him and that he was recording our call. When I called back again a different person answered and told me they were Capital Accounts. Never got through to a manager.

Someone supposedly has also posted a complaint about this guy on Bud Hibbs' "Agency Watchlist" dated 8/24/07. But for some reason, it is not yet showing up. I will go ahead and provide the link, for when it does become available:

A quick P.S:
First, let me tell you all "Thanks!" read below and I'll tell you why.
How odd.. I got here because of a letter telling me I owed money to the The Dental Health Center. The letter came with a phone number to call 1-866-854-5359 and pay with credit card. the only thing is that it seemed odd. I've been covered by health insur. all my life. So I did some checking.

First, The company that is said to be handing this is called "Capital Accounts" (Or, oddly enough, CapitalAccounts according to the letterhead) and based in Nashville TN. But I never found any company by that name there. Second, a friend of mine in the phone bussiness says that the phone number is routed in China! (my friend warns me it might not mean anything. A lot of companies are doing that now, although my friend couldn't find any trace of this company with the numbers.
Third; I also got the "Good news!" phone call a few days ago but didn't answer it because I didn't know the person. Thanks everyone. If I had called that number I would have been charged a great deal (according to 411).
Well, I'm not going to stand for it. I worked for the FBI once, and while I may not be in it anymore they still owe me favors. this is mail fruad now, and I know some other people that can help (they were the reason I had to leave the FBI; they're not very nice..) I'm sick of these [***], and I'm going to make them pay.

I just spent the last hour looking for "Capital Accounts" and couldn't find a trace. Called friend at the FBI, and for some odd reason he had a website right at his fingertips. He refused to tell me why, but he knows damn well that the fact that he can't tell me anything says it all. i guess they're looking at them closely too. Anyway, here's the website for "Capital Accounts" but be careful. my AOL failed while I was on there, and well, well, I get a phone call from our "friends" at the same time!. be sure to check for adware and bugs afterwards

Capital Accounts LLC reported false information on my TransUnion, Experian, and Equifax credit reports.  The issue was resolved on 9/18/2007 as the true owner of the debt stepped forward and paid the account in full.  Greg Williams promised to request the reports be completely removed from the three credit reporting bureaus.  This has not happened and Capital Accounts has not made any attempts to remove the false reports...they are still reporting account as not paid.  It's not even my account.

Today is the second time that I have gotten a call from ? at Capital Accounts 971-223-0632. I told them last week that I was on SSD and that was barely enough for me to live on. He then stated that, "So it's ok for you to steal services from the doctor" I told him no but there was nothing that I could do about it right now. He asked me if I would be "getting off" SSD anytime soon" I told him no. I asked him if I could speak with a supervisor and he said "oh you think i'm just a bill collector, I am the super" and hung up on me. I called back and was directly on hold. When he picked up he gave me the name of Jeff Daniels and I asked if I could speak with a manager and he told me to stop wasting his time and hung up on me again. I informed them on the first call as Legal Aid told me to do that I didn't want anymore contact from them unless they were taking court action and they told me to "read up on the laws" that "contact will continue to happen until you pay the bill". Is this right? Is this the law? Help please.

No, this is not legal.  After you request that they stop contacting you, they have to stop, otherwise you can sue them for damages and to force them to stop calling you.  They have no right to call you after you tell them to stop.

DM is correct. The truth is just the opposite of what they told you. The Federal Debt Collection Practices Act doesn't say they can continually harass you with calls. In fact, the FDCPA forbids debt collectors from placing calls for the purpose of harassment.  The FDCPA also gives you the ability to stop the calls and any other contact from them.

The fact is, you have no obligation to communicate with a debt collector and you can put an end to their calls by informing them to cease communication with you. The best way to do that is by sending them a certified letter informing them to cease communication with you and warning them that you'll pursue legal sanctions against them if they don't comply with your request.  If they contact you more than once after receiving your letter, then they are in violation of the FDCPA and subject to being sued by you.  Just be sure to mail your letter via certified US mail with a return receipt request.
