This guy is contacting me and he says he's from brooklyn new york! Is this true or false?

I also chatted with the same number in viber. We are suppose to see each other today but..suddenly something came up, his debit card is not working & he needs money to pay rebooking his flight going to NY to be with me....im not stupid & this area code is for port land oregon so jenny beware
