Who called from 9722172428

The caller, in a heavy, Spanish accent (he spoke in English) claimed to be "officer Robert Smit" of the "U.S. Dept. of the Treasury" regarding "tax fraud".  He said that "if I didn't call him back at the number, I could be arrested".  I didn't return the call to find out what he wanted.  The phone call was from a cell phone.
