I keep getting call after call from this number. They will not leave a message and sometimes will call 3-4 times in a span of a minute. Of course when I call the number it will not accept incoming calls. It is most likely a solicitor calling or a collection agency. What I do not understand are the laws that protect consumers. Are these people allowed to keep calling???

Most of these calls are from illegal call centers and are not even located in the western hemisphere. Being that they are criminals, they don't really obey the law in any case. Some people like call blockers or call blocking systems. Legal remedies are available to you, you will need to invest your time and some money, but you might get some satisfaction.
Most experts advise that you do not answer calls from unknown number/names that show up on your phone caller ID. And do NOT return calls to unknown numbers/names. Answering calls and returning calls will usually lead to more and more calls. Answering, for example confirms to the scammers that they have reached a “good” number, one that leads to a real human being.
The sad and sorry dream of blowing whistles or boat horns to deafen, maim or kill the caller will probably never die. You might feel better, but the scammer will not be harmed. On the other hand, you might drive your family or your neighbors crazy with all the whistles and horns and that can lead to all kinds of troubles. Every day you can read about someone beaten or killed for lesser offenses. It is a strange old world we live in. Be Smart, Be Safe.
