The business of oil exploration and extraction has fallen on hard times, due to the Saudi Arabians not reducing their huge output of oil. The world has more oil being pumped than is being consumed. Underground storage and tank farms are full and some countries have been storing oil in anchored tankers. China's economy is slowing down. Reduced demand for oil means the price of oil goes down because some who have it are desperate to sell it.
People and businesses that loaned money to the oil business might not get their loans repaid.
The stock value of small oil businesses (public and private) is way down and some of the investors want to bail because they think their stock will be worthless if the small oil business goes bankrupt, or they borrowed money to buy the stock and they have to sell some of it to make interest payments or just get rid of it instead of waiting for bankruptcy. Private stock is especially difficult to sell.
The oil business has been through several boom-and-bust periods for the past 100 years.
The long ans short answer is this. If they were legitimate, they would not be cold calling people to invest. Period, exclamation point. They will fill your head with $$$ signs telling you that you will bring in tons of money and the only ones who will be enriched will be them.
