I think I was wrong about thew calls being random.
I signed up with Charter in early Oct. of this year. In Nov., I started a list of repeated callers who hang up when they get to the leave your message. And yes, they don’t take “no” for an answer. So, from time to time I will post an update of their behavior here, and on every website I can find to post calls about their annoying habits.

Two blocked calls today - Charter Communications- VERY unprofessional to not leave a message.
This number has been blocked by a free blocking service, since way too many complaints for unwanted calls. Now they are on the black list finally.
Because so many good folks telephones are being invaded with unwanted scam/spoof callers, several good folks have setup a free call blocking service. Google “free call blocking service” to see what is available, you will be glad you did. You can also get your own “Call Blocking Phone” and call-block all those unwanted callers. We laugh each time such calls ring our phone and are blocked.

I just answer it and leave it on the desk... it doesn't waste my time since I am working anyway and it only takes a swipe of the finger. I will just keep wasting their time.
This number has called once a day for 4 days in a row and counting. I don't answer unknown numbers because of things like this and have added this number to my auto-reject list on my phone.
