When I was a college student, the university printed a directory of all the students with their name, address, and phone number. Every student could get a copy friee. This was in the mid-1970s. It was a commuter college, and most of the students did not live in the dormitories.
You will have to send a letter to the university asking them to put you on a Do Not Call list.
Currently, unless you tell the college or university to withhold your information, they can release it or publish it. The problem is that when you remove permission for them to release it, they will not verify that you graduated from their college if a potential employer asks.
