I have an unpublished number and somehow this solicitor got my phone number. They call me at least 3 times a day go through to my voicemail, but never leave messages. I've added them to my do not call registry, but continue to receive calls.

You do realize that having an unpublished number doesn't mean that people can't call you don't you? Anyone who dials those ten digits correctly will make your phone ring. All the unpublished means is that they don't know who they are calling. As to adding them to your do not call registry, well I have no idea what that means.
