2rings and hang up. I called back and says this number not in service

This number keeps coming up on hang-up calls I've received. Also not in service when I call back. They are persistent-it's been going on over a week. I NEVER pick up calls that are not identified, so they can keep calling....NEVER GONNA GET ME. Idiots.
