You're very naive if you think criminals abide by the DNC list.
Those policies go out the window when a scammer, #1 is spoofing the tel# and # 2 do not provide a reputable phone # for which you to return the call.
All of these calls that we all get are SCAMS!! Ultimately looking to get any personal information they can get, which in turn, will be used to steal from you. BEWARE OF ALL CALLERS WITH UNKNOWN TEL #'s

Is to play along providing fake info. Draw out the call for as long as possible. This cuts into their productivity. You can make it fun if you have the time. You're not dealing with a Phi beta kappa group.
