It is one of 978-972-xxx scam caller.  It uses virtual number to call you with same spam/scam message from lowering your interest rate/debt to lowering your electric bill.  The scammer will ask for thousands of dollars of upfront consulting fee to lower your debt(of cause nothing will happen) or switch your electric service to the unknown third party(eventually a higher bill after several months).  I blocked the number my phone and the scam call has been reduced from several a day to one a day even though the scammer keeps changing the non-assigned virtual number to call the next day.  I will continue to block # until they run out of #.
