I got a call from this number, it was unknown so I did not answer it.  There was a message left, but just the trailing few seconds, which said "Don't try to disregard the message or else it will be taken as an offense from your side.  Again, this is Officer Ryan Smith from Internal Revenue Service."
Definitely a scammer, so reported to the FTC. If I was in real tax trouble, the IRS would send me a letter through US mail. They do not call to collect taxes...
