Calls every day, no one there.  Call back and number is no good

Called my phone and stated I had been chosen to recieve financial aid money from the government education department I did not have to pay back. Then said I didn't have to use the money for education I could use it for whatever I wanted. Then wanted verbal permission over the phone. Definitely has to be a scam. I gave them dial tone instead.
