I have gotten multiple calls from the same 202-239-2680 phone number. The first time I answered at 3:00 AM told me there was a problem with the taxes I had filed. If I didn't call back in 1 hour then it was going to the courts. I didn't call back, but he did again. This time it was about a tax fraud and I was going to the courts. I told him any tax related things went through my accountant first. To this, he hung up. Two days later, I got the call again that I let go to voice mail. The EXACT SAME message that Ray wrote about above was left on my voice mail.
