I just received a call as well but the guys name was David Cooper.  Again, strong Indian accent that I had to keep having him repeat himself.  Some phony reading he gave me.  They used a fake case # with me as well (5062940).  He threatened it was fraud from tax years 06 - 12.  Don't they only go back 3 years to audit personal taxes?  It's a huge scam!  Don't give out anything!

Someone named "Mark Winter" with a very strong foreign accent called and left a threatening message about my tax situation (I don't have any tax issues or any billing issues) - the message said that if they do not hear from me or my lawyer "within seconds" that they "can only wish me good luck" - I marked this as "telemarketer" - there really should be a call type for scammer.

I first thing i did was put the number he gave into my comupter and see that this is a scan.
As i can see this is a scam and i am not calling any one. Send me the documentation and i will let my accountant and attoreny handle the situation.

Me
I had heard of IRS scammers, but took me a few minutes to figure out this was one of those calls. The guy, with a heavy east indian accent (first red flag), claimed to be from IRS headquarters (working on Saturday? second red flag) and said they had discovered irregularities in my tax returns. I was given a case number and supposed to talk to David Cooper, an "Investigational Officer" who also happened to share the accent (third red flag), at IRS headquarters, 202 506 9240. They knew my address, name and phone number (all easy to get online!). The 'miscalculations' (from 2009-2010 supposedly, from an audit of my records from 2006-2012) plus interest amounted to $3481.65. He could not give me details, just that I owed taxes. As I probed for more info (why hadn't I heard about this before - apparently I have rejected the legal documents that were sent to my house twice last year; what was the SS# this case was related to - was not allowed to disclose that information) he got more and more aggressive and less professional. I guess I expect IRS officers to remain calm and stick to the facts, and use your SS#!. He notified me of criminal allegations and violations of federal tax regulations (with article codes and all). Towards the end he threatened me with a lien on my house and my car, frozen bank accounts, notifications to my employer and creditors of a federal tax lien, a court date on Monday morning (a case they were sure to win and which would cost me around 40K in the end), and the sheriff at my door in 45 min to arrest me when I accused him of being a scammer and told him I was hanging up. Some online research revealed that there have been more than 20,000 complaints and people have paid them over $1 million. Apparently they target immigrants and threaten with deportation too. We never got to the point when he would tell me how to make all this go away.

Just got the same call, didn't catch the person's name when they called, because of the thick accent.  Wanted to talk to my wife, again a tipoff because I am clearly designated as the contact person on our joint return.  Said we had gotten 2 mails that were "rejected", I said that's not possible, I work at home and am available to get all mail every day.  Every prior communication from IRS has always come by mail.  Asked for his supervisor, got the same number he called from and the name David Cooper.  Asked where he was calling from, he said Washington DC, I asked the address of the IRS building.  He knew the address, but could barely sound it out.  Anyone working at the real IRS building would know the address off the top of their heads.  I told him he was a scam artist and a liar, which got him to start threatening me with fraud.  I told him he's the fraud and said I'll call back.  Called the number back a couple of times, and get a poorly recorded message saying I've reached the IRS but they can't take the phone right now.  How pathetic is that!  The real IRS has a sophisticated phone menu that takes you through various options.  Reported the call to www.tigta.com, the Treasury Inspector General for Tax Administration.
