I wait, talk to the human, and help them to realize they have the worstest job in the world. Then I add them to my cell phone, but mark the SEND DIRECTLY TO VOICEMAIL box. A few choice words describing her [***] helps too.
Hey everyone. If these unwanted calls are coming to your smartphone cell phone, you can download the free 'WhoAreYou' software and block them permanently in 30 seconds. I have over 200 blocked numbers in my setup now, and they are automatically 'ditched' the moment they call. This works for unwanted texts too. Try it, you'll like it!

What To Do When You Get an Illegal Robocall; http://www.ftc.gov/bcp/edu/microsites/robocalls
1. Hang Up. Do not press 1 or any other numbers to get off the list.
2. Consider blocking the number
3. Report it at http://www.fcc.gov/complaints
4. Report it at https://www.ftccomplaintassistant.gov
Register your phone numbers online at http://www.donotcall.gov or call (888) 382-1222 (must call from # you want removed).
Your advice is good, that is for the bureaucrats at the FTC whose jobs are involved. Certainly won't do any good at all to stop these numbers. Remember all the hype when the Do Not Call Registry started? How's that working out for us?
