Got the same thing as others have described - computer voice recording left on my answering machine saying it was the IRS and I am about to be charged with tax fraud and "someone from the courthouse is likely going to come arrest me" unless I called this number back. Didn't seem legit for a second.
Received a message today from this number. Robot voice saying the someone was trying to use my tax id for tax fraud. Said that I should call the number immediately to avoid going to Federal Court.
I got the same call from the same slob. Just sent an email to a friend who is an Assistant United States Attorney giving the particulars and linking this webpage.

Male foreigner stated, once I could finally understand what he was saying, that he was with the IRS and I was to call "John Wilson" at (206)204-5252. Unknown what about and the call came in from Seattle Washington. This guy sounded like a scammer. Lots of background noise!
