Got a call from this number this morning, Woman on the other end sounded older; asked for my wife by name. When asked who she was representing, she said "the chiefs of police." Hung up. Spam or telemarketer.
Called at 4:10 PM EDT on 29-July-2015. Appears to map to Salem, Ohio, I would not be surprised if the displayed number is being spoofed and this call is originating somewhere else. It was a hung-up call; left no message on voice mail.
Based on others' remarks, this sounds like a scam/worthless offer to sell search engine optimization services. If you've got enough brains to put up your own web site, then you have enough brains to visit Google and read Google's own suggestions on how to optimize your web site so that it ranks high in search results. Don't waste your time with this, "offer." Also don't bother calling them back to be removed; it will most likely result in more aggressive solicitations rather than fewer solicitations.

Website will be canned template with some pasted in content.
SEO services = setup Google and Bing Ad words account Charge you $500 and spend $100 on Ad words . Maybe generate some fake/artificial "hits" to website...
End result... lots of money going to 'em... lots of hits ...and no sales
