While I understand that you are upset over getting called 25 times from someone trying to scam you into paying, I have to state my objection to your posting since it contains quite a bit of misinformation and may erroneously lead someone into trouble.

Let us start with this so called "new law".  Are you in fact referring to the Fair Debt Collections Practices Act (FDCPA)?  If so that law has been on the books since September 20, 1977.  The actual amount you can sue for is $1,000 per lawsuit, not $1,500 per incident.  You are also allowed actual damages up to three time their amount (which is up to the court) and attorney's fees.  Please see: http://www.ftc.gov/enforcement/rules/rulemaki ... ctices-act-text. If you were referring to another law, please cite you source.

Now as to the recording, that is a slippy slope in that there are individual state laws regarding two party notification, one party notification, and in the case of interstate calls, Federal regulations may also apply.  Recording a conversation can be a criminal offense under certain conditions and recording the conversation without proper notifications may end up having the recording be not admissible in a court case.  Please refer to the following abbreviated explanation: http://www.dmlp.org/legal-guide/recording-phone-calls-and-conversations.  So while smart phones may be able to record conversations this does not always make it legal.

Also please consider the fact that these people make use of technology to alter the caller ID making it look like they are calling from whatever state they want and may even end up using the phone number of an actual innocent party or result in your seeing your own phone number come up.
