I received this call too. It was a automated robot person. I called them back and the person who answered was an Indian man with a heavy accent. He hung up on me. I called back and an Indian woman with a heavy accent answered. I told them I was a 16 year old girl and I didn't understand. She asked me for my information and implanted dumb. She then asked for someone who I didn't even know and I told her wrong number. She said she would take my number off her list.
I was on the my cell with these tax scammers yesterday. Same Case number, same story as everyone else has described. I even spoke with an "office manager #IRMQ022". They discussed payments by vouchers not debit, credit or check. Once I purchase the vouchers, I would have to contact them again to deliver the payments to an address. An address they would only provide after I purchased the "Alt. Vouchers".
When I told them I didn't have $5000 to pay them, that they could have the $20 I have in my account, he hung up on me!! LOL
I have gotten three of these calls, from various numbers, in the last week. One called from Washington, DC asking me to call another number which is based out of California. All had the same voicemail message but with a different call back number. The audio was very choppy.

Same call from Natasha Brown, same case number. Must be they haven't had the time to at least give each of us our own case number! This was a hideous sounding recording for something they want you to believe is real. Scamming must be big business!
