The caller knew my name and identified himself as representing senior something (Latino and hard to understand). As soon as I challenged him on the name of the company, he hung up.
you do not understand how the DO not Call Registry works. It does not automatically prevent these types of calls to people on the list. It provides for increasing fines for companies who violate the list, ie when people file a complaint to the do not call registry instead of whining on these websites. Legitimate companies purchase the list and prevent their employees from calling people on the list and/or passing the fine to the employees who get caught calling people on the list. Scammers do not give a rat's butt about the Do Not call list. The only way to stop them is to FILE A COMPLAINT. Unfortunately, these scammers use technology to spoof the number they are calling from which makes it difficult to track them down and shut them down. Try complaining here

The call came in about 10:10 this morning. We have relatives in Virginia, so when it said Virginia Call, I looked at the number. Not theirs. So I let it ring. It started talking the same time as my recorded message, so I couldn't tell what they were saying. Second spam/scam call this morning. First one was the "refund" for gas and electric. Hung up on them . Sometimes the only satisfaction I get is hanging up.
This call says it's a Virginia Call on caller ID when I answer it's a recording saying, " Here's the information you requested about a back brace" then I hang up and search google which reveals other people have reported this number too as an annoying scammer. Likely if you listen long enough someone will come on and they'll ask you confidential questions or the recording may ask you to push buttons and be taken to where they can use your number to make long distance calls to who knows where. Just hang up!
