This has been going on for more then a year, several in fact. Most of these calls are coming from India and Pakistan. Not much can be done since those are out of our jurisdiction.

•report the incident to the Treasury Inspector General for Tax Administration at 800-366-4484.
•You can also file a complaint with the Federal Trade Commission at FTC.gov. Add "IRS Telephone Scam" to the comments in your complaint.

Do consider getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
They won't be caught. They are located in India and beyond the reach of US law. You can protect yourself with a call blocker and remember not to pick up on calls you don't recognize.

got a call from 571-526-009 threatening me saying I'm going to jail, IRS will arrest me. totally psycho! IRS is not going to call and threaten people, they don't work like that. I had a tax issue years ago, and hadn't made my return. OK so I went with my accountant to the IRS. I went to their office and sat down and explained my return. I had lost money in real estate, from a foreclosure, and also selling completely at a loss. My tax man did a good job, very up front with IRS about what happen.
I was up front with them. I placed my information on forms, including checking account, then I owed a bal. The checking account was debited the amount I owed. End of story. But I never had a call, it was in written form, as a request to explain.
So this call is a scam.
I got the same called from 571/526-0009 from some man with a thick India voice on my answering machine, Couldn't understand what he was saying except for he's an officer than IRS...owed money on taxes...Jail and arrested....i know that I don't owe $$$ to the IRS and they always send a letter!! I knew if was "[***]" SCAM. I wanted to know where the area code came from so I Google the phone # and found this blog. I did call the # but only got a message of blank air telling to hit #. I guess you were suppose to leave a message and then hit #.
Yes, I received one, too. They asked for my husband and said he could be arrested if he didn't call back. Some guy who said he was Jerry Williams from the IRS.
