Well, I must be lucky because I got the call three times. Called back and "the caller was unable to take messages at this time." Does that mean that have shut this down?

Seems the line is still active. There is a personalized message saying "you have reached...IRS...." Doesn't seem like MagicJack has done anything to shut them down yet. Hope at least someone there is monitoring.
With VOIP, the caller can be anywhere and most likely calling from another country.
I had three messages from the same Steve Martin, same heavy (I believe Indian) accent. Same spiel about a US Treasury enforcement action. Struck me as a scam right away. Didn't state a company name and didn't address me by name. I filed a complaint with the FTC.
Got three calls from "Steve Martin" (too bad he's not as funny as Steve Martin) Indian accent reading from a script - dead giveaway is mangled English, doesn't give where calling from and doesn't mention any names of people in our household. But biggest giveaway? The first word of the message is "Hi." I doubt if the US Treasury were calling to tell me I was being charged with a criminal offense they would start out with "Hi!" LOL
We've gotten several of the same messages as well from that same number, and today got another one wig the same guy, same message, but with a different number. This time it was 559-800-7991
