Well Area Code 650 is in California.  So it's an American telemarketer.

unfortunately cell phones are now being attacked by telemarketers because it's not a land line they can get in trouble with.

And American calling Canadian makes it even easier.

I'm getting all these calls on my cell.
Those [***] are annoying. N I'm from Toronto.
So I guess everyone is getting thesse [***] calls as well.

I answered and was asked to touch 1 and hold for my complimentary gift.  I hung up after 1 minute
