I did some research and found out that Arnold Katz was a photographer who passed away in 2012 in New York City. He still has a photography gallery. But that may not be the person that represents the prank call there are dozens of Arnold Katz in the New York City area . But this is definitely fraud .
Sounded like a call center in India. Calling about a windows computer and that it was running slow. Caller didn't even know that he was talking to an answering machine. Kept saying "hello". Scam all the way.
