Their calls are likely computer dialing programs; if you answer, it tells them to keep calling at roughly the same time of day. You can complain about them all you like, but it does precisely nothing. Just don't answer.
The 'goodbye' they leave on the voicmail sounds creepy. There's something fishy with that, I don't think they would leave a stupid voicmail like that for no reason.
I never answer calls from unknown area codes or without caller id. This call used a caller id of J&S Guns, Kilbourne, Ohio and I answered only to hear a student loan recorded message. The caller id obviously did not match the id and there is NO J&S Guns in Kilbourne, Ohio.

I've received a couple calls from this number. I never answer numbers I don't know. It always leaves the same message. After about 5 seconds of silence, a creepy recorded voice said "Goodbye." I don't know what these people think they're accomplishing by scaring the crap out if people, but, whatever it is, there is no way it's legit.
