Whatever- they shouldn't be able to disguise the actual number they're calling from. If that could be fixed - all of this could. But they stay ahead & the only way to stop it is to get rid of our phones.
You seem to be ignoring the good advice and good answers. Instead, you are concentrating on what YOU think is right and proper.
So far, you have not shown that you actually read the good answers, or have read the citations that show what is being done to stop scam / spam / robocalls. That tends to show you are a troll in training, rather than a person who truly wants to learn about stopping such calls.
There already is a law against spoofing phone numbers for illegal purposes. As Sir Bedevere has tried to explain, laws do not stop criminals!
Now, tell us why you have not investigate call blockers, so YOU can block calls from unwanted callers? Do you really want somebody else to tend to all your demands?
Try being self-sufficient!

Maybe you're the moderator? I said nothing offensive- just that I'm 53 yrs old & don't read comics. Your comment to me was insulting yet somehow it wasn't flagged.
I've taken all the measures & contacted anyone that will listen- but instead of seeing any decline in this calls- we are seeing an increase. It's annoying & that's putting it mildly. We are among the minority in our family to hold out & keep our lan line. 99.99999% of the calls we receive on a daily basis are unwanted. Now, after 9yrs of having the same cell#- they've started calling it as well. I've never given my cell# as a contact or call back. I never give it to receive text updates. I don't play games on my phone & ive never given any social site access to any of my info. So I block & block & block! We all pay a lot of money for our phones, yet this is a constant & we are forced to protect ourselves because no one else will.
