Perhaps they shouldn't be able to but the fact is they can. The Caller ID system was designed in the 1980's, long before internet telephony made it possible to easily spoof Caller ID. Despite your assertion to the contrary, this can't be fixed, at least not without redesigning the world's telephone infrastructure from scratch. That's not going to happen.
I got a call from this number + 1 832-210-9192, answered and no response on the other side. (13 sec.) Probably it is an org. phishing for phone personal info. SCAM!!!
