It's not allowed. But since the scammers are located in India and Pakistan, there isn't much anyone can do about it. Invest in a call blocker and DO NOT pick up on call numbers you do not recognize.
I recieved Same robot recorded msg. I do know the irs will only contact by mail so nice try idiots especially after all I've been thru with my refund already ...they should b prosecuted.
