i was in the defrauters list of the IRS...i saw that in my documentation...the one which they send me in my mail box......firstly i thought that it was a scam but after i recieved the paperworks from them i was shocked that how am i suppose to be in the defrauters list....but after i recieved paperworks from them i believed that it was a legitamate call from the IRS

Unless your name is Al Capone they don't arrest you and they do not have to sue you at all. If you ignore all the letters they send via US Mail, they simply freeze your assets and attach a lien. You then have no choice but to contact them and solve your problem. They also do not accept untraceable payment methods sent to third parties.
