How do these people get my number when I'm on the DO NOT CALL list?!?

After all of the political jerks calling here 10 or more times a day for the past too many months, I have no interest in more spam calls! How did THEY get my number??
Woman called saying she was from a research center and wanting to know if I would be willing to answer a few questions. First question was "what is your date of birth?". My number is not published, yet she asked specifically for me by name. When I tried to call this number back, a recording comes on, saying that the number is out of service. I tried to call the number ten minutes after I received the call.
