Google.com (lookup their address.. Just type the Phone# into google).
It's not always correct but this is some of the info that shows.

I just got a call from 210-474 2953 . My number is on the Do Not Call List so why are they calling and isn't this a violation of the DNC policies?

Rang twice, when I said hello they hung up.
