Who called from 2019424656

I keep getting calls from this number and when I answer there is no one there.

They call at least 10 times in one day and never leave a messed. I just want them to stop. Thus is on my cell phone. If they continue they should be liable and made to pay for using our services. It cost for incoming and outgoing call on a cell phone
