Fake. In North America there is NO prefix that starts with a 'o' or a '1'. The number that called you was spoofed (faked) & invalid. As for the rest? We'll have to leave that up to Perry Mason's friend Paul Drake.
I probably shouldn't have answered it, but I've never seen a phone number with a 0-0 0 prefix so I picked up and of course nobody was there. They hung up.
