This number is quite obviously spoofed and does not originate in the "very heart of our nation". Just because it has the DC area code doesn't mean they're actually calling from DC. NO phone number in the US begins with a 0 or a 1 so if you ever see such a phone number, don't answer it. It's a guaranteed scammer.
Saiid, 800notes is not capable of "blocking numbers." This website consists of posts from users just like you who have received calls of an unknown origin. People post their experience with a caller hoping someone else can add to that information and the callers identity can be determined. The only one who can block a phone number is YOU. Invest in a call blocker for your landline or a call blocking app for your cell phone.
