I started receiving these calls about 2 weeks ago and hung up immediately.  I just received another call from a 202 area code (202-111-3336) but this time I allowed the caller to continue talking and telling me all about the $8400 grant I'd won because I pay my bills on time and had not filed bankruptcy within the last 6 years.  The caller had a foreign accent and kept repeating the same information over and over again.  He said the only way I could receive the money was by proving him with a debit or credit card number or by giving him my bank information. I finally told him that he was crazy to expect me to provide that information and he invited me to hang up if I didn't believe him.  I finally introduced him to Mr. Tone;  Mr. Dial Tone.  I will block all incoming calls from this area code.
