Said he was with the federal government. Some kind of grant program. I told him I had already told them about 10 times to stop calling this number and I hung up. My phone immediately started ringing again with the same number. Dude started breathing heavily and saying my name.

Someone elaborates an official statement that you are entitled to a "Free Loyalty Grant" from the Federal Government. Then they ask how you want to be paid. When I chose payment by check, they said I had to go to a Western Union store (which can be at a CVS pharmacy) and buy an iTunes gift card for $250 to activate the transaction. What ??? They elaborate an official offer as an official entity, then say a ridiculous thing like "Go to the store and buy an iTunes gift card [to activate your free loyalty grant]". Talk about ultimate fraud ! They could be sued big-time. They took too much of my time. The amount they offered was $8,700. Big deal. Send me the check and leave me alone.
