It is a land line, District of Columbia. Phone carrier is y-max. Sounds like an Indian accent or, middle eastern. Feel free to call the police on this sick individual.
The call said it was coming from Egypt so I didn't answer. The voicemail was left from a computer generated voice, saying they were the irs and if I don't pay them immediately I will be placed into custody. This is clearly a scam. A poor one at that.
