Yes, a fake IRS call that plaques phone owners along with all the other scams out there. The message is the pre-recorded same as other commenters. Area code wish Washington DC (a nice scam touch!) Name was Paul Romano, so either the less than intelligent scammer or some poor guy who has had his number spoofed. Remember the days when having phone service was a communications pleasure?
