This is a well known IRS scam perpetrated from India (Delhi callcenters) using magicjack VoIP phones. You can usually tell by the thick accents. Sometimes they use spoofed numbers to seem real. Read http://www.treasury.gov/tigta/press/press_tigta-2014-03.htm for some more background and what you should do. All others who read this, please do not fall for such a laughable attempt at stealing your money. The IRS never calls directly to open a case.
Left message..saying from agent Paul Spectral(?). Not sure of last name as could not clearly hear it. Said a claim filed against me.serious charges and to call immediately. Listed this number 202-241-0291 as crime division of Internal Revenue.
The same message - Paul Spectral(sp? - English Accent), from the IRS Criminal investigation unit, levies and citation against us - threatening arrest warrant, etc. This is nonsense.
