There is a fairly common IRS or "tax scam" being practiced by scammers in both Canada and the USA.

I agree that this is a scam. I too got a call from 202-241-0617. It sounded like a european accent. Crime is a crime. It does not matter which phone bank generated a call. Someone should trace all such calls and apprehend the culprits.
I too just got the phone call on my home voice mail twice from 1-202-506-8601 accusing me of tax fraud and pay $6,248 or go to jail for five years. It did scare the hell out of me until I found out it is a scam. Send them nothing and let them know you contacted the FBI.
