As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.
2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and or law enforcement (local police and/or state attorney general)
3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). Jason Clarke called claiming to be from the Tax Crime Investigation unit from the IRS asking for me to immediately contact him. The person had a Pakistan accent. I called him back and he stated that some important documents had been mailed to my home and proceeded to read the address he sent them to. I explained that is my old address and he then said well you didn't notify the IRS you moved so you will now need to hire a criminal lawyer. My wife then realized this had to be a scam as the IRS doesn't operate this way. She called his bluff and he began screaming in some language. He then called me again the next day and I hung up on him and I've already reported him to the IRS.
"Christina Jones" (with a middle eastern accent) called from the irs tax crime division called informing me of 3 lawsuits the irs had pending against us. We could avoid attorney fees and long court battles and a long scary list of liens etc by getting some money out of the bank, converting to bonds and paying up the $2435 we owed. The gentleman would meet us at our house to get the money, give me the paperwork and clear our names.
Same as mentioned above. I work closely with my local IRS office on other issues so, I happen to have access to people who helped me quickly identify this as a scam. I just call back and let their voice mail system record my radio for 20 minutes segments at a time. My hope was that I would fill their system up and no one could leave messages or their information but to date I have not reached their maximum amount of recording time.
