Tell him that you hate coward thugs that hide behind a magicJack number in a foreign country to make terroristic threats to Americans.  Tell him the magicJack company has records of his calls and can tell exactly where he is, and that you are reporting him to the Treasury Department.

BTW, both the numbers you gave ARE magicJack numbers, and the correct numbers to which to report the call are given here:

My husband received a call from this number today at 11.51 am.  They asked for Paul.  I said he wasn't in.  They asked who I was.  I said, "his wife".  He said, Cherrie?  I said no she had passed away.  Cherrie was married to my brother in law who now lives with us..  Anyway, the caller informed me that there was an arrest warrant out for my husband and that he would be in handcuffs with in the hours.  I hung up.  I know this is a scam....

I received a call from 202-241-1305 (Washington DC on the caller ID) on March 28 from a guy with a thick Indian accent.  He claimed my husband was being investigated by the IRS for failure to file form 941 (for employers to fill out quarterly taxes) and problems with 1040.  He stated that the IRS has referred the case to the Department of Homeland Security.  He asked if we received the letter they had sent.  I knew this was a fake call from the IRS but decided to play along for the fun of it.  He thought I was ready to do whatever it took to fix the issue and which point my husband took the phone and cursed him out.  The caller was taken aback and hung up.

The caller failed to realized that he called the residence of someone who works in the legal field (me) and that there is no connection between IRS and DHS for tax collection issues.  I had such a laugh.  I don't think he will be calling back again.

This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf).
