I just received the same call today they left a message exactly same name . I called back and it mentioned something about if you are interested in the magic jack????
CALLER from 202-241-6231 IDENTIFIED HERSELF AS KELLY PARKER W/ TAX CRIME OFFICE IN WASHING DC. GAVE A warrant # OF CM XXXXX AND WANTED A CALL BACK . DID NOT ADDRESS ME BY NAME OR TO WHAT THE CASE WAS PENDING. ALSO SAID MY HOME ADDRESS WAS UNDER INVESTIGATION.

Got a call from this number today. Did not answer so caller left a voice mail. Caller identified herself as Officer Kelly Parker with the Crime Investigation Division of the Treasury Inspector General for Tax Administration. She said she was calling about a warrant filed on my name and physical location. She requested I call her back immediately as this was urgent business. She never called me by name or gave any indication she had personal info on me. I will not call back and have blocked the number. Also reported the call on the TIGTA website. Glad I found out about this scam!
This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.
2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and or law enforcement (local police and/or state attorney general)
3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). You can use the following template for your letter (more powerful!) or email:
o my god , what is going on . got 3 messages from let say IRS investigation, Kelly Parker from Washington DC, with phone number 202-241-6231, yes the male person with heavy accent start talking about something like i have case xxx-xxx-xxx- and
when i start ask him questions about it, he got confused and start seems like reading a text , also clearly heard the, back ground echoing other male person reading talking to someone over phone with similar speech.???? when i ask him to repeat what is he calling from , he got angry and repeat with accent, then he ask me if I received a package from them and delay to respond and if police officer called me??? When I ask Him why police officer have to call me??? he answer because I didn't pay my taxes, then I replied to him that I am going to investigate this phone call and call detective he replied really, and hang up . i am going to post this on facebook ASAP!!!!!!!
