Obviously a scam.  A man with a heavy Asian accent left a voice message on 9/24/14 saying:  This is Steven Thomas with the Department of Legal affairs and I was trying to reach you in regards to a very important issue. This is a verbal notification for you in regards to the enforcement actions that have been started on your name. My number is 2022417122  If for any reason you're busy to call back. I would suggest you to have your regent attorney to do it for you and do not delay because this will become a very serious matter for you.  Again, this is Steven from the Department of Legal Affairs..".

This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). Just got the same exact call from the same "Steven Thomas".  Thinking about calling him back and having some fun with him.  We have gotten several calls from these people in recent days.  Getting very annoying.

Since this individual is impersonating the IRS you should also report it to the Treasury Inspector General for Tax Administration (TIGTA). You can send an email to [email protected] or file an online complaint by completing their "Online Form" located on their website, http://www.treasury.gov/tigta/contact_report_scam.shtml

Please visit our "Report Phishing" website (http://www.irs.gov/uac/Report-Phishing) and click on "Complaint Assistant". This will allow you to file a complaint with the FTC and identify the complaint as an IRS complaint.

Alternatively you can file a complaint directly with the FTC by visiting http://www.ftccomplaintassistant.gov.

Whether you use the IRS link or file the complaint directly with the FTC, add "IRS Hostile Call" in the Comments section of the complaint.

Individuals who have been victimized by this scam and have provided one or more Green Dot MoneyPak numbers to the scammer should also notify Green Dot directly at 800-473-3636 to report the scam and open an investigation.
