Caller with a heavy Indian accent claiming to be with the IRS, advising victim they owe back taxes and
trying to have them purchase a green dot/moneypak. All calls to this number go into voicemail where
there is a message claiming they are a "Law Firm" and to follow IRS agents directions.

This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). I received a phone call from a woman with a heavy Indian accent claiming to be the IRS telling me that I owe back taxe and if I didn't pay that they were going to take my house my credit cards my cars everything I own and put me in jail for 2 years. then I went online and looked up the number and found out it was a scam and call them to let them know I knew it was a scam and told them off in the woman said they were going to rape my daughter and get her pregpregnant,so be very careful if you get this phone call specially when you ask them for your social security number they hang up on you that's when I realized it was a scam,and another thing she couldn't even pronounce my name that right there should tell you it's not the so be very careful if you get a call from that number spread the word.

Officer White or Wright of IRS called and started threatening me about tax fraud. He wanted me to settle my case today, right away. The accent was strange and he couldn't pronounce my very common Indian-origin name. He sounded like Chinese or Middle Eastern trying to pronounce my name. His general accent was non-American.

He also knew the state I live in and last four digits of my social security number. He threatened arrest and deportation. I am used to politely suffering racial bullying and being stereotyped, but this caller from 202.241.7388 was really bad.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.
