I got a call a few days ago from this number - said he was an IRS agent and started asking if I knew I had unpoaid taxes? when i asked - since when does the IRS call people to ask about unpaid taxes he just cut me off and kept going with his script. Then I told him to send me a letter in the mail and he hung up.
Same person called today. Said his name was Officer David Cooper from the criminal investigation branch of the IRS and asked if I knew i was a subject in an IRS investigation.I could tell he had a heavy accent - suspect Indian. Told me they sent letters in April and September of last year and now if I dont call back in 2 hours an arrest warrant will be issued for my arrest. Then asked if I have a criminal lawyer he can contact. Verified my name and address. It was so obviously the same person who had changed his story about the mail because I asked about it...
My wife got the call today from officer David Cooper from the Crime Investigation Dept. of the IRS and left the number 202-241-8795. Thick Indian accent. Said to call back asap. I could hear other "officers" in the background. It sounded funny, so I looked it up, and viola! Nice!
VM call from "David Cooper" with IRS Crime Investigation; did address spouse by first name to call 212-241-8795 as soon as you receive message ...strong Indian accent.
This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.
2) Help kill their phone lines but not by calling them back directly (the number may be spoofed and repeat calls by you may - under exceptional circumstances- amount to harassment). The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)
3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). You can use the following template for your letter (more powerful!) or email:
202 595 2276 and 1845 445 4507 are direct numbers to someone named David Cooper who is constantly calling me saying a lawsuit is being filed through the irs. ... I went to my IRS website and there is no information about any payments of lawsuit... no to mention the gut had an thick Indian accent, addressed me by name and said it was for 2008.. I didn't file in 2008, I filed in 2010 for the year 2009... how do I report this
I received the same call today. I decided to have some fun with this piece of [***]. When I refused to answer him and questioned him instead he said I was the one being Interogated and he told me that a sherif would be at my house within 45 minutes of me disconnectimg the call. He said omce I hung up, they would receive notice that I admitted to tax fraud. So I told him that I would stay on the phone all day if it would keep the sheriff away. I told him I had unlimited phone time to which he replied, "oh so you can pay your phone bill and not your taxes". Well that's when I lost it. Although I knew it was a scam, nobody was going to speak to me like that. So I told him this was nothing but bull [***] and then he told me that I would be arrested for using profanity on a recorded phone line. He gave me some code for that to which I google searches and it came up as something to do with mail. I then searched his number and read him the first comment that showed up on this site. He wasn't so tough anymore. What a waste of life this guy is. David Cooper my [***]!!!!!
