Just spoke with them. Foreign lady (go figure). Said she was from US Grant Dept and I was chosen to receive a grant for $7k with no repayment. Said it had to be deposited into my bank acct, wired to my credit card, or through western union.
Said I was not interested and as soon as those words came out of my mouth it hung up.

Consider getting a call blocking device or phone.. You can google them and many are around $40.00 or so. If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
I just got a call stating that I borrowed money from online back in 2012 and they told me that I needed to go to Western Union make a money gram out for $1700 and they wouldn't even give me their name and told me that the cops are on their way to my house to arrest me in 30 min.
