Could not understand person on other end foreign accent. he said something about 7000.00 dollars ,i said what the f are you talking about then he hung up.

unknown foreign caller saying he was from irs

Called and left no message but calls at least once per day, sometimes twice a day.
I believe it is a debt collector but I am not in debt.

Think more along the line of IRS or computer tech. scam!.  Whatever you do, don't answer or call back and if possible, block.
